In June of 2020, elected officials from Jefferson County, the City of Port Townsend, Jefferson County PUD, and Port of Port Townsend agreed to collaborate and organize the Intergovernmental Collaborative Group (ICG). Each entity passed a joint resolution agreeing to work together and, with their respective communities, build a COVID-19 Resiliency and Recovery Plan.

The ICG designated two representatives from each of the four governmental units – one elected and one chief executive – as the Intergovernmental Coordinating Committee (ICC).

All meetings of the ICG and ICC are subject to the Open Public Meetings Act. The groups establish their own procedures and some meetings may be facilitated. Action is taken by consensus and is limited to implementing the purpose of this resolution, including recommending a Recovery and Resiliency Plan to the ICG.

ICC members include community groups and individual stakeholders representing Human Services, Food System Resiliency, Broadband, Culture & Events, Economy & Jobs, and Children & Families. They’ll consider community recovery and resiliency strategies and actions for potential inclusion in a consolidated draft Recovery and Resiliency Plan. The groups establish their own procedures and some meetings may be facilitated. Action is made through consensus and is limited to implementing the purpose of the resolution.

The ICC expects to meet six times and will present its recommended draft COVID-19 Recovery and Resiliency Plan to the ICG for adoption prior to the end of 2020.
